- pypi wheels against the libczirw-sys submodule (self-contained Eigen build, msvc runtime alignment, bindgen flags) - and slim down publish_pypi.yml: no pinned zig/clang versions, no cmake shim, no bindgen env vars; only the ring /imsvc clang shim remains
